Prof. Dr. Togar M. Simatupang, a distinguished academic and innovator in Operations and Supply Chain Management from SBM ITB, has been officially appointed as Acting Secretary General of the Ministry of Higher Education, Science, and Technology. Effective November 8, 2024, the Minister of Higher Education, Science, and Technology, Satryo Soemantri Brojonegoro, made the appointment. Prof. Togar will serve in this role until January 8, 2025, as part of the government’s efforts to enhance the governance of higher education in Indonesia.
In his new role, Prof. Togar is tasked with facilitating and assisting in the implementation of the ministry’s vision and mission. Prof. Togar also plays a role in ensuring synchronization with regulations, as well as encouraging innovative higher education policies that have a direct impact on society.
“This is an opportunity to make a major contribution to the progress and intelligence of the nation,” said Prof. Togar.
With 33 years of teaching experience at ITB, he has instilled the values of pioneering, struggle, excellence, and dedication in a growing ecosystem. Prof. Togar is committed to continuing to learn, solving national problems, and providing solutions through relevant policies, guidelines, and working papers.
“In any implementation, challenges are inevitable. However, our cabinet aims to empower universities to play a greater role in shaping legislation, society, government, and communities,” he remarked.
Universities focus on three primary objectives: access, quality, and relevance. However, Prof. Togar emphasized the need to go beyond these and examine the broader societal impact.
Under the leadership of Minister Satryo Soemantri Brojonegoro, the Ministry of Higher Education is pursuing three key missions: accelerating economic transformation through university innovation, advancing research and technology, and developing highly skilled human resources capable of delivering added value to society. Prof. Togar highlighted pressing challenges such as global climate change, geopolitical dynamics, and unforeseen variables that may affect Indonesia’s 8% economic growth target in the coming year.
“These challenges must be viewed as opportunities for innovation. We need to shift our mindset: obstacles are not barriers but chances to find better solutions,” he stated.
As Acting Secretary General, Prof. Togar is committed to aligning the ministry’s efforts with the vision of Golden Indonesia 2045. His focus includes harmonizing regulations, enhancing the capacity of higher education institutions, and strengthening the synergy between graduates and industry needs.
“We aim for universities to evolve beyond educational institutions into innovation hubs that play a pivotal role in national development,” he explained.
With a clear vision and unwavering dedication to public service, Prof. Togar aspires to make a tangible impact on the future of Indonesian higher education, driving it toward inclusivity, progress, and sustainability. He also urged ITB students and academic staff to remain committed to contributing to society.
