Indonesia needs an electronic-based government system because it is an archipelago country consisting of different regions. If Indonesia still uses a manual government system, it would require bigger efforts.
SBM ITB Vice Dean of Resource Reza Ashari Nasution said that when giving the opening speech on an SBM Webinar Series, Thursday (11/2/2021).
The webinar discussed the implementation of knowledge management toward the electronic-based government system or SPBE (Sistem Pemerintahan Berbasis Elektronik). It has been regulated by the government through Presidential Regulation Number 95 of 2018. The regulation described that SPBE is a government administration system that utilizes information and communication technology in an integrated and sustainable way. However, there was still a problem when the system was implemented.
The head of SPBE-PTIK BPPT’s ICT Innovation Program Sri Saraswati Wisjnu revealed that the problem when implementing SPBE was the waste of budget due to the construction of system silos that were not integrated. It happened because government institutions all over Indonesia launched their own applications.
Sri emphasized that the implementation of knowledge management toward SPBE was crucial. It could build collective intelligence between the central and regional governments and strengthen Penta helix collaboration to bring innovation to public service.
To implement the knowledge Management in SPBE which was integrated and sustainable, Sri revealed 3 main points that should be followed. There are planning, implementation, and supervision and evaluation.
Besides, Lucky Esa who is an expert in Knowledge Management, thought that the implementation of knowledge Management in SPBE should be gradual. “ Knowledge Management is abstract, and it should be implemented gradually,” he explained.
Later on, Lucky, who is an alumnus of SBM ITB mentioned the importance of an ecosystem in knowledge management. He described that the knowledge management ecosystem is a service platform formed by the integration of service processes to support the collaboration by the users.
The knowledge management ecosystem consists of 3 main enablers, namely developers, orchestrators, and users. Through this ecosystem, it can be a gateway to collaborate, binding knowledge, and integrator.
This webinar was held by SBM ITB by collaborating with the Agency for the Study and Application of Technology (BPPT) and Knowledge Management Society Indonesia (KMSI). Prof.Dr.Jann Hidajat Tjakraatmadja, who is a Professor of Knowledge Management, was in set as the moderator.
