SBM ITB officially initiated the development of an Integrity Zone (ZI) toward becoming a Corruption-Free Area (WBK) and a Clean and Service-Oriented Bureaucratic Area (WBBM) on Wednesday (28/11). The launch, conducted jointly with 11 other faculties, was overseen by the Vice Rector of Finance, Planning and Development, Prof. Ir. Muhamad Abduh, and several government officials in the ITB West Hall, Ganesha, Bandung.
Among those present were the Inspector General of the Ministry of Education and Culture, Chatarina Muliana Girsang, Assistant Deputy for Coordination of Policy Implementation and Evaluation of Bureaucratic Reform, Apparatus Accountability and Supervision III, Ministry of Empowerment of State Apparatus, Bureaucratic Reform Andi Rahadian, and Head of JDIHN-BPHN Nofli.
In his address, the Vice Rector of Finance, Planning and Development at ITB stated that this proclamation signified the commitment of the entire ITB academic community to realizing clean governance, free from corruption, and dedicated to serving the community well.
“This launch begins a long journey that we will undertake together. We must work hard and remain committed to transforming ITB into a WBK and WBBM,” stated Abduh.
Inspector General of the Ministry of Education and Culture, Chatarina Muliana Girsang, emphasized that the academic community must comprehend integrity, corrupt behavior, corruption, and abuse of power to avoid them.
“Power and corruption are like two sides of a coin; corruption always accompanies the journey to power, and vice versa; power is the gateway to corrupt behavior. Therefore, we must grasp integrity and practice it consciously to abandon corrupt behavior,” remarked Chatarina.
Andi Rahadian, on the other hand, highlighted the imperative to address two classic bureaucratic issues: corruption and abuse of authority. He stressed the need to enhance performance accountability and utilize the budget efficiently.
“The establishment of this integrity zone aligns with the vision and mission of the President and Vice President, which is to realize an advanced Indonesia that is sovereign, independent, and embodies a personality based on Pancasila. The lower the corruption, the happier the people,” stated Andi.
Nofli, the Head of JDIHN-BPHN, emphasized the pivotal role that JDIH plays in developing ZI WBK in higher education. JDIH can serve as a hub for information and documentation, contributing to achieving good governance, transparency, and accountability in government agencies.
“JDIH must be at the forefront of realizing ZI WBK in higher education, acting as a center for information and documentation relied upon by the entire academic community,” stated Nofli.
Harimukti Wandebori, the Chair of the SBM ITB Integrity Zone Activity Implementation Team, outlined the concrete steps taken during this declaration. These included forming the SBM ITB integrity zone team on November 20, 2023, and disseminating information about the declaration to the academic community on November 27, 2023. Each team is responsible for a work area called P (lever). P1 relates to change management, P2 relates to structuring governance, P3 relates to structuring the HR management system for personnel, P4 relates to strengthening accountability, P5 relates to strengthening supervision, and P6 relates to improving the quality of public services.
Harimukti added that plans involve preparing SOPs for each work area, with the goal of SBM ITB achieving the WBK title within one year.
